Who We Are
Guadalupe Community Development Corporation was Incorporated in 1992 as a non-profit community development corporation (CDC) to promote the availability and quality of affordable housing for low and moderate income individuals and families.
The GCDC has been directly involved in assisting individuals and
families in Guadalupe by providing acquisition of, and development of land for construction of family owned affordable housing.
The GCDC has performed in the capacity of co-developer for three small subdivisions in Guadalupe and for two multi-family Low Income Housing Tax Credit (LIHTC) rental developments, as well as, homeownership single family homes and multiple scatered sites throughout Guadalupe.

Executive Director
Steve Langstaff
From May 2019 until present Steve Langstaff has served as the Executive Director for the GCDC and is responsible for the day-to-day operations of the GCDC Board of Directors. He also provides oversight of the GCDC financial activities, manages, and prepares the submissions of grant applications for program funding opportunities.
Finance Director
Mark Johnson
Mark works with the GCDC on a part time basis providing accounting and financial services. Mr. Johnson has years of experience with both private, municipal and federally funded programs. He served over 20 years with the Town of Guadalupe serving as Finance Director and interim Town Manger.
Housing Coordinator
Veronica Matuz
Veronica is a recent retired Town of Guadalupe employee with 30 years of service. She has been working for the GCDC since October 2021 completing funding applications, buyer application processing and assisting in the GCDC rehab program that started in November 2021. Veronica has four year's experience working in single family housing application processing.
Housing Inspector
James Vermilion
Jay Vermilion has provided new construction and Re-habilitation program support for municipal and non-profit housing programs for over twenty years. He has over forty years of construction experience for Maricopa County and Self-help housing programs in Guadalupe AZ. Jay completes inspections on homes for the GCDC and assist to assessment of lots to purchase.
Housing Assistant
Tamara Matuz
Tamara is the newest team member for the Guadalupe CDC working part-time as the Housing Rehabilitation Program Assistant. She will take on the responsibility of accepting and review initial intake applications, verifies income, case manages the files, and maintains the waiting list of applicants. She is also an Arizona State University Alumni where she earned a BAS in Graphic Information Technology: Web Design & Development.
